A person does not organise or take, or threaten to organise or take, any action (including withholding an action) against another person with intent to coerce or induce that person or a third person to exercise or not exercise a power or perform or not perform a function under the Act, or to do so in a particular way, or to refrain from seeking or continuing in a role under the Act. A reasonable direction by an emergency services worker in an emergency is not coercion.
