Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 29: Arrangements for other CRF money: a non-corporate entity's arrangement letting an outside party receive, hold or spend other CRF money must be in writing, promote proper use, require prompt banking, proper and auditable records, full remittance of interest, and set timing for remittances and payments

What does 29 require?

Where a non-corporate entity's accountable authority arranges for a person outside the Commonwealth to use or manage other CRF money (for example an agent who collects sale proceeds), the arrangement must promote efficient, effective, economical and ethical use and management of that money, be written, require the money to be banked as soon as practicable, require the other party to keep records that properly record and explain the money's receipt, custody and spending and to allow them to be conveniently audited, require all interest earned to be remitted to the Commonwealth with set timing and frequency, and set the timing and frequency of any remittances to the Commonwealth and payments to others.
