The domestic services' energy value is capped at 70% of what the same building would score with a 3-star ducted heat pump (2019 GEMS determination) heating and cooling all heated and cooled spaces, a 5-star instantaneous gas water heater (2017 GEMS determination) supplying all hot water and a lighting power density of 4 W/m2 in all artificially lit internal spaces. Domestic services and their distribution systems must also, as far as necessary, have features that support efficient energy use suited to the service and its use, the geographic location, the service's location and the energy source. Deemed-to-Satisfy route (H6D2(2)): a whole-of-home rating of at least 60 using house energy rating software (S42C3) plus Housing Provisions Part 13.7 services (S42C4(2)), or, for a building with a total floor area of not more than 500 m2, Parts 13.6 whole-of-home energy usage and 13.7 services (insulation of services, central heating piping, heating and cooling ductwork, electric resistance space heating, artificial lighting, water heaters and pool and spa heating and pumping).
