Where a Class 1 building sits in a flood hazard area, its design and construction must, to the extent needed, stop it floating, collapsing or moving significantly and permanently under the water pressure (still and moving), erosion, scour, wind and other loads of the defined flood event. The actions and requirements to consider include flood actions, floor elevation, foundations and footings, enclosures below the flood hazard level, structural connections, materials, utilities and occupant egress. The Deemed-to-Satisfy route (H1D10) is construction in accordance with the ABCB Standard for Construction of Buildings in Flood Hazard Areas. H1P2 applies only to Class 1 buildings. Queensland and South Australia leave H1P2 blank (in Queensland flood hazard area building work is regulated by the Building Act 1975 and Queensland Development Code MP 3.5), and Victoria keeps the ABCB standard but substitutes its own definitions of flood hazard area, freeboard and defined flood level.
