A PCBU ensures the workplace's agreed issue resolution procedure includes the steps of the default procedure, is in writing and is communicated to all workers it covers. Under the default procedure a party informs the others that there is an issue and its nature and scope; the parties meet or communicate promptly, considering the degree and immediacy of the risk, the number and location of people affected, temporary and permanent measures and who will implement them; parties may be assisted or represented; a resolution is recorded in a written agreement if any party asks, which all parties must accept as accurate and which goes to all parties and, on request, the health and safety committee. Workers may always raise issues with their HSR.
