An accredited fire safety assessor acts under Part 9 Division 5 of the EP&A Regulation to identify the standard of performance each endorsed essential fire safety measure must meet, to assess by inspection and verification under clause 176(3) (or clause 179(3) for critical measures assessed for a supplementary statement) that it is capable of performing to no less than the standard in the applicable fire safety schedule or, where there is none, the standard to which it was originally designed, to inspect exits and paths of travel so that no offence arises under Part 9 Division 7, and to complete the accredited practitioner parts of the approved fire safety statement form. The work involves determining the required performance from the approved design documents, fire safety schedule, baseline data or building manual; reviewing routine service records to see whether the measure can operate as required and whether non-conformances and defects were rectified; reviewing and verifying interfaces between measures required by the standards, the National Construction Code or legislation; a visual inspection, to the degree necessary and comparable to a survey under AS 1851-2012, to detect inappropriate alteration or compromise by changes of occupancy, environment or building in the past 12 months, which another practitioner's inspection report may inform but not replace; verifying performance test results from AS 1851-2012 routine service or another routine methodology; inspecting fire safety notices, fire exits, doors to fire exits and paths of travel (clauses 183 to 186); providing an assessment report to the owner with findings and recommendations; declaring on the approved statement that each measure was assessed and was or was not capable of performing to the relevant standard; and endorsing or refusing to endorse the assessment for the annual or supplementary statement under clause 181(j). The assessor may only assess the measures for which they are endorsed. When endorsing a statement the assessor checks that it is in the form approved by the Secretary, that each measure initialled against their name is correctly described with the correct assessment date and minimum standard of performance and was found capable of performing to it, and that their own details in the practitioner table are correct.
