Australia Commonwealth Procurement Rules (17 November 2025) CPR-5.4-5.5: Invite only Australian businesses (and, on named panels, SMEs) below the threshold unless documented otherwise

For non-corporate entities, procurements of 10,000 dollars or more and below the threshold (other than from standing offers) must invite only Australian businesses, after any Indigenous Procurement Policy step; procurements under 125,000 dollars from the Management Advisory Services Panel, the People Panel or DTA standing offers must invite only SMEs on that panel first. An official may decide either approach is not appropriate but must document the basis.
