An emergency control organization (ECO) must suit the facility and procedures set by the EPC, with a chief warden (or equivalent) as the minimum and, where the EPC decides they are needed, a deputy chief warden, a communications officer and deputy, floor or area wardens and deputies, and wardens and deputies. The number of members depends on the size of the facility, the number of occupants and visitors, the installed warning equipment and the engineered fire and life safety features. An up-to-date register of members must be readily available through the chief warden. While an emergency lasts, warden instructions override the usual management hierarchy; this does not change the legal duties of owners, managers and employers, and the EPC should make sure senior management know the ECO's authority. Members should be chosen for capability, leadership, decision making and being available on site.
