Cases of physical assault, serious property damage or grave threats, above all armed ones, usually need police and perhaps other public safety agencies, who control the scene, end the threat, arrest offenders and gather evidence. Beyond emergencies, employers should know that making contact and sharing information with local police before any violence is vital to building and running the program and makes an emergency response more effective. Because agencies differ in laws, policies, budgets, staffing, skills, priorities and willingness to cooperate, employers should meet their local police when developing plans to discuss response and investigation procedures, asking for instance: their standard response to a suspicious person, and to an unauthorized person with a firearm; whether they investigate threats before injury, and how they treat fear-inducing conduct such as threats, bullying and intimidation that may not be criminal; what happens after a panic alarm or a report of a crime under way; expected arrival time after an emergency call; and whether they have a domestic violence officer or unit offering preventive help. It is preferable to name one liaison and an alternate as the permanent contact, ideally matched by one agency contact. Through that channel the organization can: make sure police records hold correct details (address, phone numbers, site layout including main power and water, 24-hour contacts); ask what else to file, such as fire and evacuation plans with assembly points, hazardous material or high-value locations, current floor plans and access cards for secured areas to help with barricade or hostage situations; learn about crime prevention outreach; learn the agency's policy on non-criminal threatening behavior and agree what the organization will share in such cases; seek advice and support when events such as layoffs, an adversarial dismissal or an employee in an abusive relationship raise risk; and build the relationship, possibly with joint on-site training, drills and exercises that familiarize responders with the premises and expose friction. Police should equally understand how the organization will respond, so both sides can plan together.
