Public institutions and private entities must cooperate with the Commissioner, providing all the information it needs, and report on implementation of its recommendations immediately after their deadlines expire. Once informed of a complaint, the controller or processor must, when the Commissioner requests, make no substantial change to the processing in question without the Commissioner's approval until the complaint is decided. Failure to cooperate or to obey an order, restriction or suspension is fined up to ALL 2 billion or 4 percent of worldwide turnover (Article 94(3)).
