A measurement basis is selected, for each element and for the resulting income and expenses, by considering the information it will produce in the statements of financial position and financial performance, judged against relevance (which turns on the item's characteristics, notably how variable its cash flows are and how sensitive to market and other risks, and on how it contributes to future cash flows, for example whether it is used in combination with other resources to produce goods or services or is sold independently), faithful representation (including measurement inconsistency or accounting mismatch, and the level of measurement uncertainty), the enhancing characteristics and the cost constraint. Initial measurement considerations include transaction costs and exchanges on market terms; more than one measurement basis may sometimes be needed, with additional information in the notes.
